The Lebanon Bloc filed an appeal before the Constitutional Council to invalidate Law No. 41/2026 issued on March 9, 2026, relating to the exceptional extension of the mandate of the House of Representatives, which was published in the appendix to Issue No. 11 of the Official Gazette dated 03/09/2026, whose constitutionality is contested. The appeal was signed by the head of the bloc, Representative Gebran Bassil, and Representatives Cesar Abi Khalil, Ghassan Atallah, George Atallah, and Samer. Al-Toum, Charbel Maroun, Idkar Trabelsi, Jimmy Jabbour, Nada Boustani, Nicolas Sehnaoui, Asaad Dargham. The appeal is based on the consideration that the extension constitutes a violation of the principle of democracy and periodic elections because the Lebanese system is a parliamentary democratic system and the people are the owner of sovereignty in it and exercise it by electing their representatives in constitutional institutions. It also constitutes a violation of the provisions of the Lebanese Constitution, specifically paragraph “C” of the introduction to the Constitution, which indicates that Lebanon is a democratic, parliamentary republic, as well as the principle of periodic elections, in addition to its conflict with international human rights conventions that enshrine the right of citizens to choose their representatives through free elections. Member of the “Strong Lebanon” bloc, MP Cesar Abi Khalil, pointed out that “we filed an appeal before the Constitutional Council because the confiscation of the Popular Agency constitutes a violation of the constitution, as we did in 2013 and 2014. The Constitutional Council gave us the right then, as exceptional legitimacy ends with the expiration of the exceptional circumstance and cannot be extended for two years.” He added: "We asked for the implementation of the law to be halted and for it to be completely annulled, as some are using the exceptional circumstance of confiscating the popular agency, and we hope that the Constitutional Council will decide on the appeal to restore power on correct grounds."
